I've had a similar problem after shanging from a VPS account to a semi-dedicated server - I was not able to collect email through POP, although I could send, use webmail, IMAP and all other services. This was affecting all client accounts on the server.
From looking at my email client responses, the password was not being recognised as the dialog box for the accountID and password kept coming up.
My hosting company eventually traced it to a 'cppop' service running and, once this was disabled, POP mail was available again.
Anyone got any more info on this?

If a system is configured for Maildir, the cppop service should not be running at all. Indeed all support for cppop will end August 1, 2008:
