You should be able to edit your code from the File Manager in cPanel easy enough. Or use a good html editing application.
Your host sounds like he's asking for a lot of money for something that should be done by default in most galleries. I had a peek at their website and only see a flash gallery offered, doing anything in flash does require more work and knowledge.
Many hosts these days offer several forms of free galleries you can click to install and upload your images quite easily. Since you don't mention what gallery you're using, not really sure how the question can be answered properly.
If your host wants to charge you for everything he helps you with, it might be wise to find a new one that doesn't.
