Ability to disable the "Allow MySQL Password Change" box in cPanel Password Change

I would like to disable this box altogether so that cPanel password resets are forcibly synced to the corresponding MySQL user.

Since the addition of this checkbox, our support requests have greatly increased.

When users do not sync the MySQL password, it breaks Fantastico.
