Allow cPanel users to restore from full backups without root access

I know that you can click "Download or Generate a Full Web Site Backup" and get a .tgz file but I would like to see a Upload area in cPanel so that we can upload the .tgz file without being root. It slows the process down for hosts because we have to do it. Thank you.

To help clarify understanding of the desired feature request, are you asking to have an option added in the end-user (domain owner) cPanel that would allow restoring from a full account backup or equivalent cpmove backup archive, both of which are gzip-compressed tar archives (e.g. file extensions of ".tar.gz" or ".tgz")?
