because every reseller with root privilages can change root password.

There any one know how to disable change root password on whm?

To disallow changing the root password it is necessary to not grant root privileges to a reseller. I recommend to use caution when allowing high-level (i.e., "root") access privileges and to do so only for trusted individuals (e.g., such as trusted staff or server administrators).
