    Default Feature Request

If there is not already a way to do it, there needs to be a function that will allow resellers to create accounts with jail shell only. As it stands, as far as I can tell, the only way to do it is to allow creation of accounts with shell and the for the server admin to change all of the resellers shell enabled accounts to Jail Shell....... Does anyone have any idea of any other way?

run the command 'vipw' and then change whatever the jailshell path is to the bash path for users that should have bash.

BAM! you are ready to rock....

If you look under tweak settings there are a option to set jailed shell as default shell. This shuld also prevent any reseller to change the shell to bash as there are no function for this in the reseller whm PANEL. Or am I wrong?

You are correct. Under tweak settings there is an option to do so, and resellers are not able to change the shell unless given explicit access by the root or a user with root priveleges.
