Horde Language Selection - Set Default Language Per Email Acct

A customer brought up in a ticket that we should retool Horde to avoid having to select a language every time one logs into Horde. For example, if someone speaks English, they should be able to somehow select that as the default language for their own email account so they do not need to select this language every time they login to Horde.

There is a known complicating factor to implementing this: it is currently believed that this is necessary for us to be able to integrate Horde into our webmail interface due to the way Horde processes credentials. Accommodating this would mean modifying Horde and thus potentially delay future propagation of new versions of Horde into cPanel&WHM due to the additional Quality Assurance (QA) work this would incur.
