That can be currently done by creating a mysql user with the same username but with a different password. The "new" user overwrites the old user.
However, since the ability to formally change a mysql user's password does not exist at this time, I will leave this thread open.
You actually don't need to "delete" and "recreate" the MySQL user if you change their MySQL password from WHM instead of Cpanel ...
It's all done in one single step from WHM
This of course requires "administrator" intervention to save yourself the extra step since the end user may not have access to WHM.
For the end hosting user with just Cpanel access then "yes" the only way for them to currently change their own MySQL passwords on their own is to remove the database user tied to the database and re-create the user with a new password.
