Unique email cpanel login & max per user mailbox size

We provide hosting to our customers, but we really need these 2 features to make our system work the way we want:

1. Unique cPanel login that only provides access to the email controls.
   The current system can make an email only cPanel, but the login is also the same as the ftp login. We do not want users accessing the sites via ftp we only want them to be able to manage their email accounts.
2. Set a max per user mailbox size at the whm level.
   We don't want to set a disk space limit for the sites, but we do want to restrict them from creating unlimited size or really large mailboxes.

I believe that if you could stop all forms of file managment then the per account limit would apply to e-mail if you only activate e-mail features.
