jailshell not working in Cpanel

I've tried to enable jailshell via the 'Manage Shell Access' tab in WHM, for some accounts, but it doesn't really work :S

Should I restart any service before it gets applied?

No need to restart anything.
What do you mean by "it doesn't really work"?
Maybe firewall is blocking SSH port (by default 22).
