Limit FTP Download and Upload Speed

Does anyone know how I can limit a users download and upload speed via FTP?

I have tried entering pure-pw show usersname as root on my server, but I get the error:

"Unable to open the passwd file: No such file or directory
Unable to fetch info about user [usersname] in file [/etc/pureftpd.passwd]"


Can anyone help?

If this is your main ftp account, can you try resetting cpanel password and do /scripts/ftupdate to overcome the error.
