No, cPanel does not support SSL certificate authentication.
As d_t stated, cPanel does not support SSL certificate authentication. If you want to further secure root access to the WebHost Manager, however, you may be interested in the security policies that have been added to cPanel 11.27 and 11.28. Security policy configuration is documented here:

SSL authentication for WHM is, in my opinion, a nice feature to have in next versions.
But for now, a good security measure is to force redirect WHM to SSL connection. In this way, the password used for authentication is encrypted on connection.
i think it is good to use a whm to ssl connection...
