Cool Apache not delivering content using Full Bandwidth

I am not sure what is going on here. I know that cPanel is able to support hundreds of domains at once but for us we only use no more than 8 domains and one domain is really the only thing that uses any bandwidth.

How is it that I can get Apache use more bandwidth per second? Right now my apache status says "83.9 kB/second" (see below). I don't see any bandwidth limiters installed and I can't find a answer. Please let me know what you think.

    Here is my apache status
Current Time: Wednesday, 16-Dec-2009 09:54:00 EST
Restart Time: Monday, 07-Dec-2009 13:39:21 EST
    Parent Server Generation: 0
Server uptime: 8 days 20 hours 14 minutes 39 seconds
Total accesses: 6753889 - Total Traffic: 61.1 GB
    CPU Usage: u21.23 s6.02 cu0 cs0 - .00357% CPU load
    8.84 requests/sec - 83.9 kB/second - 9.5 kB/request
40 requests currently being processed, 15 idle workers

The server is 2 Quad Zeons, 16GB of Ram, 64bit OS, 15k RPM HD's. Mysql uses about 56% of ram.

If you need any more info please let me know.

Thanks in advance for any advice you give!

This is probably the average kb/sec used and not a max possible or limit.
