Question Apache configuration reloading in Ekompass

Please help me out with this, I need to reload my .conf file automatically, with a command. On Linux we got apachectl graceful or even better, /etc/init.d/apache2 reload. httpd.exe -k restart on Windows takes a loong time to do what it's supposed to do...
So, how does Ekompass reload the httpd.conf instantly?
LE: Does Ekompass use Apache AND IIS, or am I stupid?
    Thank you.

At this time IIS is the only web server used by Enkompass, so that particular issue wouldn't pose a problem.
