Sorry. Which screen is showing you this bug? I cannot see this bug in 11.28.87

On the Redirects page, select one of your domains on the first drop down, type in another domain name in the "redirects to ->" box without the http://, and the error message appears.
More of a typo than bug but I agree, this should be edited.

I have updated the title of this thread with an ETA and the case number we have for this. Since this is a relatively minor fix, the ETA may be readjusted soon to be even more near-term - but that is not yet certain.
This has been resolved in versions 11.31.1.2 and later. To see if this version has propagated to your update tier yet, visit Downloads - cPanel Inc.
