Like WHM, is there any facility to lock the user by root from being unsuspended by the reseller ?

At this time, we do not have this functionality built into the XML API. I'll put in an internal request to add this functionality, but I have no ETA on when it would become implemented.

This functionality is now available in 11.24.9-BETA_38503. This means when 11.25 begins propagating through the builds, this functionality will likely propagate through the builds as well.
