Enable or disable e-mail settings by default

In Tweak (or Exim) settings it would be great to enable / disable some of the e-mail features globally by default; after creation, the customer or server-admin could change or disable them on each account if needed.

Some examples:
[X] Enable SpamAssassin by default on new accounts [edit default settings]
[X] Enable SPF by default on new accounts [edit default settings]
[X] Enable DomainKeys by default on new accounts

I believe that the SpamAssassin is already there, but just so you get my point

In 11.32 we provide tweak settings for the SPF and DKIM items.

We already enable SpamAssassin system wide. What additional or different setting do you have in mind for this:

It's on EDGE right now, I'll wait it to be a RELEASE before testing it, but still, thanks for adding it
