I would like to suggest CPanel allow the creation of multiple filters on the "Edit Filter for All Mail On Your Account" and "Edit Filters for user@domain" screens.
Both the "Account Level Filters" and "User Level Filters" screens in cPanel allow for multiple email filters, as does the email filtering interface in Webmail. So I'm a bit confused. If you can let me know what exact steps you are taking to get to an interface that does not allow for multiple email filters, that would be greatly appreciated!
