More effecient DNS loading/reloading

When cpanel adds or removes a domain, it has the dnsadmin script do a full rndc reload, which scans the zone files of every single zone on the server to catch any modifications. This is a highly disk I/O intensive process. On servers that are hurting for disk I/O, this can cause domains to not be able to resolve for long periods of time.

Cpanel modifies specific zone files, it should be able to only do the rndc reload on the zone file it has modified, that means that as I add more addon domains and more addon domains, the disk I/O would increase in a linear fashion with the rate of addon domains added, instead of a in a factorial fashion from total domains on server.

In cPanel/WHM 11.25 (released after your post), this behavior does not occur. If you continue to experience this behavior after updating to version 11.25, please seek support.
