Remove "Optimize EIDE Drives" [Case 45622]

EIDE Drives are the server equivalent of floppy disk drives. It's time the "Optimize EIDE Drives" feature is hidden. Servers nowadays typically use SATA, SCSI or SAS for local storage.

Anyone that desperately needs this feature should still be able to access this via entering a manual URL (like /scripts2) but this feature is so irrelevant to most people it's not worthy of occupying space in the GUI anymore.

This was brought up by a Partner NOC, but I also had this come up in conversation at HostingCon 2011.

+1 Never even used EIDE drives, only SATA and SAS drives for local storage and iSCSI for external storage.
