? about download urls

I need help, can someone tell me how to write the url' s for downloads from ftp files. So other people can download from my site. Is it http://www.tecmanswebtools.com/whatever.zip?

Also I am trying to do an ffa page but it keeps asking for the server path and (not the url)
I don't know what they want? It says if I am not planning on creating the data directory in the same directory as the script, then It says change "data" to the server path. I will up load through blue vota and every thing is in the file will the program do all that automaticly?
