ACL Options
BL: Reject mail sent directly to addresses at the primary hostname from remote servers. [?]
What does this setting mean and should it be checked.

cpanelkevin is on a distinguished road
That option will reject all email addressed to user@your.hostname.com

Its just added protection from unwanted email and checking the option is totally up to you.
