Are you connecting as anonymous@example.com (substituting example.com with your domain) or just using the anonymous setting in the FTP client? Just using the anonymous setting in the FTP client will not work.

In the long run an anonymus ftp account will be dangerous to your servers health .With in no time the hackers will upload GIG's of files and that will eat up your bandwidth

    Right,

Well i use the cpanel and its on a domain.. will it limit the bandwidth used to what is allowed based on the package?

Yes .. i use the user@domain.com and it works in the browser and via a ftp program but if u go to windows and try to do it with windows explorer it says don't have access.

Windows Explorer relies on Internet Explorer, which is not a full-fledged FTP client. As a result, it experiences issues with login strings such as user@domain@domain. Using a FTP client rather than something not specifically designed for FTP will alleviate these issues.
