Apache Error log - what some lines means

what this lines means:

^GCharacter set '#51' is not a compiled character set and is not specified in the 'NONEXISTENT/charsets/Index' file
^GFile 'NONEXISTENT/charsets/?.conf' not found (Errcode: 2)

i copied them from apache error log

I have searched in google and nothing come on it?

most of the results cam up in Russian so i would asume you are missing a Russian charsets

Recompiling apache may cure it
