The best software for managing multiple WHM/CPanel (server)?

I want to manage multiple WHM/Cpanel (server) from one server.

It is more desirable for the program to consist of PHP (and open source).
It is because it needs to use customizing a program (for localize and include my original code).

And, the program does not ask a charge or no charge.

I'm not aware of a free one, but there are plenty of commercial applications that you can use for that purpose.

Although it may be my inadvertence, it seems not to match the following requirements.

* A customer is able to place an order for a domain and a sub-domain.
* Related with the package name created on WHM/Cpanel.
* Associate only 1 or N servers to a package.
* If authenticated by the payment gateway (or order which does not need payment), it completes an order automatically and creates account (WHM/Cpanel).
