Can cpanel be setup to offer users VPS?

Sorry I am a super nooobie and I just wanted to know if I can do the following in cpanel.

I want to offer my users the option to sign up for VPS accounts. Can I set this all up in cpanel somehow? I just need to know if it can be done and if it can I will figure it out a little later. I am not ready to implement it yet.

Our product doesn't work in such a way as to be able to resell VPS plans from a single WHM; each VPS would need to be manually set up and then have cPanel installed on it with it's own license.

Keep in mind that in cPanel&WHM environments, setting up separate VPSs is not required to simply ensure one user's script cannot overwrite another user's files/data/scripts.
