can not first time whm login on brand new machine

I resolved this by taking down the firewall!!

I can not first time whm login on our brand new machine.
We just installed last night on a fresh machine.
I get to the cpanel screen from 66.159.251.145 but when I go either :2086 or /whm I get a "The page cannot be displayed" (as opposed to a "page can not be found" like if you type "/WHM" [all caps]) and I can not login, I do not even get the whm login window.
What am I missing???

1.it acts like you have a firewall on your ports are closed
2.you have stuff that should not be running (like xwindows in your other post) it has no business running on a webserver
