Cannot download or view files using file manager

Hello,
If I click a file using file manager and then click download, the file does not download. It doesn't work using Mozilla or Explorer. Also, if I click to view jpg files a new browser window comes up however the jpg has a broken picture box. These images are working because they can be viewed on the website itself.

What does the cPanel error log say?

/usr/local/cpanel/logs/error_log
