I was able to duplicate this on a test server, and I submitted a bug report about it to our developers. The internal bug report is 45599. When it is addressed, it will be mentioned in our changelog at cPanel - The Leading Control Panel - Change Log.

If your account has shell access enabled, or you are the server administrator, you can log in via the shell and use the untar command to extract the archive. If you do not have shell access, you will need to ask the server administrator to do this for you.

I apologize for the inconvenience. This issue has been submitted to our developers as a bug and it will be addressed as soon as they are able.
For hands-on assistance, please reference our new support information page: Where should I go for support?

I found a way around the problem.
Simply upload the tar file into cpanel's file manager.
Then compress it to a tar.gz
    Then extract the contents.
All works well this way around!

    Howdy all,

Can we get y'all to file a bug report with us (this goes out to everyone, not just sysadmins). This will let us give this a higher priority and email you when this has been resolved. You can submit a bug report via the Bugs link at the top of this page. If you have a problem submitting a bug, just email the report to sales@cpanel.net and we'll route the email into our bug reporting system on our end.

Everyone who is experiencing this issue is encouraged to file a bug report so we can let you know when this is fixed. Also, this helps us have a more complete understanding of what's happening so we can build a good fix the first time. I am closing this thread now.
