Couple of CPanel questions.

1) Is CPanel like an OS or do you just install on an OS?

2) Does it support ubuntu server edition 8.04?

3) Is there a one-time fee fore it?

1) cPanel is not an Operating System, you install it onto an Operating System.

2) Yes, it should work on Ubuntu Server (http://www.cpanel.net/support/docs/1..._overview.html).

3) No, you pay a monthly fee to your cPanel licensing company.

One-time licenses were discontinued a while ago. However, you may get a good price on licensing from your data center if they offer cPanel/WHM licensing. Otherwise, other licensing options are available. Feel welcome to contact our Customer Service department to discuss options: cs@cpanel.net
