cpanel abuse [moved]

I registered a website through someone a friend told me about. My friend knew the password to cpanel because he created and managed my site for me. Recently I had a falling out with my bud and he changed the password for cpanel. I got the password back from him, but it seems he has talked to the web hoster and they changed the password again. I paid for the website and have tried to get the pass back from both the other guys involved.

My question is two fold:

1. Is there any way to recover my password

&

2. Where can I report my webhost for fraudulent activity ect. and will anything be done?

if the reset password fuction is off or its not set to send to your email address not much you can do

denying your acceccs to your site is not fraud its their property if they choose not to let you have access thats their right and it with in their terms of service.
