Default cPanel based PHP configuration and INI

I figured this forum was the safest for me to post in until I've been around a little while longer...

I'm curious if the cPanel functionality provided by Bluehost, which allows the account administrator to choose between mod_php and php fastCGI (including installation of a base php.ini file) is publicly available or a proprietary feature that they created?

I'm not running a shared host, just a handful of my own sites and a slightly larger handful of my clients sites. While I've got things configured the way I believe is best for performance and overall reliability, I would like to extend the option to my clients to disagree with me.

48 hour bump. Just curious if anybody has done this, or if it's something I'll have to add to the far-future todo list.

That specific functionality is not native to cPanel/WHM. Regarding PHP, the most significant option we offer is choosing default PHP version (4 or 5) if both are installed.
