Can I ask my webhost to upgrade cpanel from X to 11?

Your host should be running cPanel 11. It's been out for almost a year now. If you're still on the X theme, ask them to switch you over to the X3 theme. If you're still on cPanel 10, definitely ask them to upgrade to 11 as you're missing out on a lot of new features.
