Subdomains can have their own FTP accounts, but they will not have access to the cPanel interface. To do that, they must have their own cPanel account.

If you have access to WHM, you can create accounts whose domain is really a subdomain if you wish to offer cPanel access for someone who maintains a subdomain. Note, this account will not be accessible to anyone except the root user, cPanel user for the subdomain and the reseller that owns that cPanel user (if applicable).

I am not familiar with an application called Cute News. However, if you create an FTP account for a sub domain, you can then have them login to that FTP account to upload new content to the website.

WHM is the reseller/server administration interface of cPanel/WHM. You typically need to acquire a reseller account from your hosting provider to get access to WHM.
