CSS file, where to place

Where would a person place a CSS file.
Would a person create their own folder for the CSS and do the appropriate string to it outside of the public folder.
I guess i feel as though i am confined to the folders that are pre set up.

Typically, your CSS file would need to be placed inside public_html or a folder that exists (or you create) inside public_html.

You do not need to create your own folder for the CSS files. You just need to place them inside the public_html folder.
