difference between cpanel/whm and c panel vps/virtuozzo

i see in many reseller of c panel that there a complete c panel license and a vps license , can some one tell me the difference between c panel/whm and c panel vps/virtuozzo

The VPS versions of cPanel/WHM are mainly the same thing that you would get on a dedicated box, just with some VPS tweaks/improvements. The licenses are also cheaper.

No VPS licenses are meant for virtual environments, however a standard license will work in either environment.
