Domain only Accounts

I wish to be able to have domain only accounts, i.e no hosting or email and have the ability to just change zone records for clients who only have domains

eg. A client purchases mydomain.com and wishes to host somewhere else. Do I still have to create a cPanel account with 0 quotas so i have access to update their zone records?

You just create a DNS zone and point your domain to that Nameservers will do.
