I have a quota of 10 Mb in my e-mails accounts, but when an user move mails to another folder different than the inbox folder, the quota don't work, how can I solve it?

Then cPanel needs upgrading to the latest stable release which has fixes for mailbox quotas.

Yes you really need to upgrade, for things other than just mailbox quotas. That is a rather old version.
