Email creation or email password changes policy

Hi All,

We intend to enforce a policy as below for email creation or email password changes of our Linux server.

1. Minimum email account username is 4 characters
2. Password should be at least 8 characters
3. Password should contain at least 1 numbers
4. Password should contain at least 1 UPPERCASE characters
5. Password must contain at least a minimum of 1 symbol. Eg. [ ! @ # $ % ^ & * ( ) _ +]
6. Password should not be equivalent to the email account username

By default, we have enabled the Password Strength Configuration which is the only available feature so far. So, any help and advise for us in how we can archive above mentioned policy.
