Error, cpanel \ whm times out. HELP

Okay, I got loads of problems with my server. B**** hell!

1) the server times out evry 3 minutes, httpd is fine tho????

2) I cant get my name servers operational, it says that the ip's are allready assigned.

3) Shell is really slow.

This is all since the hard disk in the server failed. Because SSH is really slow, I am using ERIC remote control to get anything done. My hosting network has been down 36 hours and I really need help. If any of you guys can help, please lemme know
