File Access question. FTP/Web-Based

Hi,

I'm looking to block download access to 1 folder. I want the user to be capable of running the actual files, but I don't want them to be able to download those files via FTP or another method.

Any help is greatly appreciated.

Are these PHP scripts, CGI scripts, RoR Apps or some other type of executable script? Or is this just static HTML?
