    Default File Manager

I am using cpanel on JustHost and have used rvsitebuilder to create my website - only a shell with 3 or 4 pages, no page content or images, nothing uploaded. Shouldn't I be able to see files listed under File Manager?

Yes. That is, if there is no issues with your rvsitebuilder or however you're uploading the files to public_html/

rvsitebuilder is not a product of cPanel though. You might check with your host or over at rvsitebuilder support on this.
