The auto-install scripts included within cPanel are Open Source, which also means they are free to distribute.
vBulletin is a commercial product, which costs between $106 - $160 per installation, so I doubt that cPanel will ever include vBullletin
What about SMF? It's free.
If you want to suggest a script for inclusion to cPanel, then you can create an enhancement bugzilla entry:
