This is not native functionality of cPanel/WHM at this time. However, you are welcome to configure limits.conf to limit a user's account is consuming too many resources. However, this will not affect processes running as user nobody (such as Apache, PHP if you are not running it in a SuPHP/SuExec environment, MySQL etc).
