How Long Does it take once i have set up an account for someone and created there domain. and the domain to start workin?

It is a function of DNS beyond that point. If the DNS is correct, it shouldn't take long. Absolute worse case I've ever seen is about 24 hours. Nowadays, it can take just a matter of minutes. They should be able to access their domain via IP address immediately after you create it.
