How to give user FTP admin access only?

I have a junior sysadmin and want them to be able to maintain FTP but nothing else. Is this possible?

what kind of FTP you would like them to maintain for you? If it is just a simple uploading / downloading, you may create additional FTP user in the Cpanel and grant them the necessarily permission.

thanks for the reply. i want them to be able to create ftp directories under www, and also let them maintain ftp users...

IE I want to delegate all admin of FTP to one user who can do nothing else...
