Files in /usr/local/apache/htdocs will only show when you visit the hostname of your server or an IP address on said server that isn't configured for any other site.

/var/www/* is typically used by out of the box Apache installs, which cPanel doesn't use.

/root/public_html should never work for serving sites, regardless of userdir settings, if I recall correctly.

This default page usually displays when the DNS of a domain is pointing to one IP and the domain's VirtualHost is on another IP in httpd.conf or the VirtualHost does not exist at all.

This is not weird, usually happens in DNS propagation issues.

by root/public_html you mean the cPanel user's root or the root of the server? The default place where you need to put a cPanel account/domain's web files is /home/username/public_html where 'username' is the cPanel username of the account. You can check if domain is pointing to correct IP in DNS report (intodns.com) and in apache, "WHM >> IP Functions >> Show IP Address Usage"
1 solution works for all problems. Trying harder!
