Unless you have root access to the server you'll need to speak with your host to have them removed.

It seems the ownership of the directories may be nobody. You either need to ask the host to change the ownership to user or you need to ask them to delete the directories for you.
You can see the file permissions and ownership in an FTP client like Filezilla. It should show the user and group who owns the folders or files. If you are seeing 99 or 0 for the user or group for ownership, then you don't own the folder or file to remove it. 99 is nobody and 0 is root.
Also, it could be the file permissions are 000 or lower than allowed to remove the folder or files.
