You will have to contact your webhost regarding this. If you are the host, then please let us know what the error you get ? anyway you need the root privilege to fix the issue.

I did end up getting it fixed and switching to a better provider since half of the time the server wasn't ever up it kept crashing ... now cpanel works fine !!
