I'm looking to installing Cpanel onto a server in the Falkland Islands. Our international bandwidth price is high and I'm looking for a way to charge differently for local bandwidth usage, either reduce them by a factor or omit them totally from the bandwidth usage totals. So we have limits for Internation instaed of local usage.

Does anyone know if this is possible or even suggest a possible solution. I suspect I might need to write some code to do it, but I'm not scared just don't know where to start.
